Officer/Director Elections:  According to the YCEA Local #1 Bylaws, October is the month for Officer and Director elections.  The President and Treasurer are elected in odd years along with the Unit Directors for the Court, Craft/Maintenance and Supervisory units. President Ryan McNally has advised us that he will not be seeking reelection due to family commitments and a desire to continue his formal education.  Ryan will continue on the Board as the Immediate Past President.  The other incumbents have declared their intent to seek reelection.  The Court Unit Director position is currently vacant. Staff is working to encourage participation from that group.  Watch for a specific bulletin on the subject matter and request for nominations.

 

Voting and Proxy Policy:  The Board of Directors has adopted a policy to provide clear direction to staff for conducting elections and votes by the membership.  A copy of the adopted policy was distributed to Site Representatives and will be posted on the Association web site.  The policy also provides that members can designate a proxy to vote on their behalf if they cannot attend a membership meeting for good cause or will be out of the area due to extended vacation.

 

Membership Appreciation Day Feedback:  Approximately 328 members attended the event.  Generally, we have received very positive feedback regarding the event and we appreciated nature's cooperation for a beautiful day.  

 

Work Cessation Policy:  A copy of the County's policy regarding temporary work stoppage, which was negotiated with YCEA Local #1 was distributed at the meeting and Site Representatives were encouraged to post the policy on the Association's bulletin boards.

 

Court Negotiations:  Staff has been negotiating a new contract for members working for the Superior Court's.  The parties are close to a full tentative agreement on a new two-year contract.  Due to the State's financial condition, the Courts are not in a position to provide a salary increase in the first year the agreement. There will be a reopener on the salary increase subject in the second-year of the agreement. The new contract will secure agreements on various subject matters previously agreed to on a temporary basis. The Court's have also agreed to develop a comprehensive memorandum of understanding.

 

State Budget:  John Chiang, State Comptroller has released his report on the State's economic conditions.  A copy of the report was distributed to Site Representatives who are encouraged to post information on the Association's bulletin boards.  The information discloses that the estimated revenue to the State is lagging by approximately $1.8 billion.  In general, the national economy seems to be coming out of the recession; California is lagging behind.   The Legislature and Governor have taken no action to deal with the pending deficit of nearly $10 Billion.

 

Pension Developments:  The League of Cities has formally proposed to their member cities which they sponsor legislation, to reduce the pension formula for all new hires in public agencies to 2% @ 60 for miscellaneous and 2% @ 55 for safety.   They are also recommending highest three-year averaging.
