Meet and Confer
To
the SCEA Local #1 Negotiation Committee with the County regarding office
closure and job sharing on July 1 and finalized tentative agreement on both of
these subject matters. The Board of
Supervisors reviewed our tentative agreements in closed session that evening
and gave their tentative approval. The
Board of Supervisors will now formally adopt the agreements within the next few
weeks. The office closure agreement will
ensure employees receive compensation without a deduction from their leave
balances when the County administrator due to conditions requiring work
cessation sends them home due to electrical outages or other decisions. Once the Board of Supervisors gives final approval,
we will post the agreements on our web site and copies given to our site
representatives. See attached for a
summary of these agreements.
Membership Picnic
Our
SYCEA picnic was held Saturday, June 28
at the Sutter/Yuba fairgrounds. Several hundred members and their
families attended the picnic and enjoyed the day. The menu was hamburgers, hot dogs, BBQ
Seasoned/fried chicken, with potato and macaroni salad, and other goodies. Lunch was served from 11:30 a.m.
approximately 1:30 p.m. The money collected from ticket sales was split and
given away as door prizes.
Membership Cards
Over
the next several months, SYCEA staff will be distributing the new SCEA Local #1-membership
cards. We will inform our site
representatives and members at the work location where we plan to hold a meet
and greet for dispersing the cards.

with a membership card.
Political Action
SCEA
Local #1 has endorsed Larry Montna for re-election to the Board of
Supervisors. He is in a runoff election
against Rick Libby, current vice president of the Sutter County Taxpayers
Association. It is important that we
ensure Larry's reelection to the Board of Supervisors so if you are able to
assist him in his campaign contact him directly or the Association office.
Grievance Victory
Business
Agent Marie Clark successfully advocated on behalf of one of our members to
have a performance evaluation rescinded resulting in our member receiving her
Pay For Service with Distinction (PFSWD) after 15 years service. As reported in the
newsletter, SCEA gained the ability to file grievances on the denial of PFSWD
when such denial is not supported by the facts.
The right to file grievances on the subject matter is limited to term of
this current agreement, so the County can evaluate our legitimate exercise of
this right. We also will be scheduling
meetings in the near future with County Administrator Larry Combs and the new
Personnel Director Mary Lynn Carlton to discuss how this pay incentive program
can be improved.

SCEA's efforts, longtime member Alice Williams-Root was appointed to the TCSIG
Advisory Committee representing
