Site Representatives

Election of
Officers and Directors
It
was reported that the position of Vice President and the Director positions for
the Technical, Clerical/Office and
Professional units were up for election this year. Nominations closed on
November 14 and the only nomination received was for the office of Vice
President. Ramona Mallonee, Case Manager II from the Department of Child
Support Services was nominated and will be declared the new Vice President on a
white ballot by the Board of Directors.
Staff
reported that the County should be able to finish the fiscal year without
employee cuts. The County is anticipating that a hard hiring freeze will be put
in place beginning January of 2009. According to the YCEA contract the employer
will pay the 7% employee contribution to their retirement effect July 1, 2009.
Staff acknowledged the rumors circulating that there will be reduced workweeks or
furloughs forced on employees. Staff explained that this is a meet and confer matter
that would have to be discussed with the union. The County cannot unilaterally
make those decisions. It has been recommended that the County begin to meet
with YCEA leadership after the first year to discuss the budget deficit and
ways to mitigate the impact to employees.
Bulletin Boards
Staff
asked if Site Representatives knew where the Union bulletin board is located.
Discussion occurred regarding the size of boards available and Site Reps were
encouraged to seek approval for a larger size if they currently had a smaller
size board. Staff is working on new ideas for decorating and filling the boards
with updated information regularly. Materials would be distributed at the
meetings so the leadership can take them back to the workplace and decorate
them quarterly or replace old items with new information. Discussion occurred
regarding the type of information and material that can be placed on the
bulletin boards.
Membership Card
Distribution
Staff
has distributed the membership cards in
Courthouse and One Stop. Cards will be distributed to smaller worksites as
well over the next few months.
Member Appreciation Days
Staff is planning Member
Appreciation Days during 2009 rather than a membership picnic. The theme will
be Cinco de Mayo and held in May. Staff is asking our
leadership for input and we are hoping to get volunteers to help with the
events. Staff also hopes to hold some Ice Cream Days and maybe some morning
donuts events if time allows.
What is Happening in Your Workplace?
Staff
is asking the Site Representatives to bring concerns from their workplaces to
the meetings on a rotating basis with the intent of different departments
gaining awareness and appreciation for matters affecting our members in their
workplaces. Staff would allocate some time on the Agenda for these reports.
Master Labor
Agreement
Robin
Timoszyk, Past President and staff have been meeting with the Personnel
Department. Staff reported that the Master Labor Agreement (MLA) is in its
final draft form. The final draft will soon be available for distribution to
Site Representatives and the Board of Directors for review before going to
publication. Then the Master Labor Agreement will go to the Yuba County Board
of Supervisors (BOS) to be approved. The Board of Supervisors needs to approve
the MLA.
