Quick Notes to YCEA Site Representatives

This is a combined membership and site representative meeting held at the Government Center in Marysville.

 

Election of Officers and Directors

 

It was reported that the position of Vice President and the Director positions for the Technical, Office/Clerical and Professional Unit were up for election this year.  Nominations closed on November 14, and the only nomination received was for the office of Vice President.  Ramona Mallonee, Case Manager II from the Department of Child Support Services was nominated and will be declared the new Vice President on a white ballot by the Board of Directors.

 

County Budget

 

The County is taking steps to reduce expenditures during the current fiscal year and it is anticipated that a hiring freeze will be put in place beginning January of 2009.  Administration does not anticipate further layoffs during this current fiscal year.  Reductions in Building Inspector positions occurred during the spring due to the decline in housing development.  Employees in positions related to housing development will continue to be the most vulnerable at this time.  Administration is projecting a $6.2 million deficit for fiscal year 2009-2010.  The County cannot resolve this large of deficit without affecting filled positions.  It has been recommended that the County begin to meet with YCEA leadership after the first year to discuss the budget deficit and ways to mitigate the impact to employees.

 

Master Labor Agreement-Job Steward Program

 

Robin Timoszyk, Past President and staff have been meeting with the Personnel Department.  Staff reported that the Master Labor Agreement is in its final draft form.  This draft will be available the first of December for distribution to Site Representatives and the Board of Directors for review before going to publication.   Staff has conducted two Shop Steward Workshops and will be conducting a third workshop in December.  Once the Master Labor Agreement has been printed, the County and YCEA will conduct joint training for Supervisors and Shop Stewards before the Shop Steward Program is implemented.

 

Membership Card Distribution

 

Staff has completed the distribution of the new plastic membership cards to members in Sutter County.  Staff will be distributing the membership cards in Yuba County over the next several months.  Over 100 cards have already been distributed to YCEA members at Health and Human Services Dept. located at the Packard Building.

 

Picnic Versus Member Appreciation Days

 

Staff reported that based on the feedback received from Site Representatives it will be recommended to the YCEA Board that we hold Member Appreciation Days during 2009 rather than a membership picnic.
